In fall 2014, 74,000 Baltimore City households entered a lottery to get on the city’s waiting list for federally subsidized Section 8 housing. There were 25,000 waiting list slots for just 6,000 Section 8 vouchers. Those are long odds. But Health Care for the Homeless recruited and trained 20 volunteers who, over nine days, guided our clients through the lengthy online application process with patience, dignity and clarity—and met an urgent need by sharing in the work of preventing and ending homelessness.
